Problematic issues of management of civil protection facilities: procedural and institutional aspects

The paper raises problematic issues of the management protective structures civil protection service. It is researched that for many years State Property Fund Ukraine has acted as owner and governing body state form ownership, which were on balance sheet business entities, but did not enter their authorized capital in process privatization. However, over years, taken measures to ensure proper maintenance above mentioned structures. A part regulatory legal enactments property, property transactions been analyzed. concluded without Fund's finding solution issues,it impossible complete transferring functions managing – protection, included economic companies privatization regional administrations. At same time, some can be solved by territorial communities, territory these are located. If they transfer into communal will independently, own decisions, able lease it, resolve allocation land plots objects, pension-off or sale entities.
